The four numbers, before any product
A turntable is a very simple object and there are only four figures that matter. Get these right and any of the picks below will work. Get them wrong and the best-reviewed turntable on the internet is still the wrong purchase.
Usable diameter, not stated diameter. The stated figure includes the rim, the ledge and the outer wall. The tray you can actually stand things on is smaller, sometimes by nearly 2 inches.
Your shelf depth, measured to the inside face of the door or the face frame. A pantry shelf is usually 12 to 16 inches deep, and the tray has to clear that as it turns.
Added height. The turntable sits under everything on it. A tray that adds 2 inches to a shelf with an 8 inch gap leaves you 6 inches of item height, which rules out most bottles.
Rim depth. A 3/8 inch rim stops a jar sliding. It does not stop a tall bottle toppling when you spin the tray hard, and that is a different problem with a different answer.

One tier or two
A two-tier turntable is the right answer to exactly one situation: short items sitting under a tall shelf gap. Spice jars are about 4 inches tall, plenty of pantry shelves are spaced at 12 or more, and the air in between is pure waste. A second tier converts it.
The constraint is unforgiving, and it is why the two-tier pick is ranked last here rather than first. The Copco two-tier is 7 1/2 inches tall assembled. On an 8 inch shelf gap you cannot get a hand in above the top tier to load it, so the thing you bought to save time costs you time on every use. What belongs on a turntable, and what does not
